+The printed card permits use except during a bid (publisher E2 p5). Under
+14 October choose-recommended authority, a physical ordinary lot with no bid,
+bidder, pass or committed contribution may accept Distrans before its first bid
+or pass. This selects a provisional span; inspection and opening the lot do not
