+Advanced Homeworld play applies the Low Salusa penalty across normal free
+revival, Ghola, Emperor's special Karama and Tleilaxu Ambassador returns.
+Ordinary paid Sardaukar remain eligible, and unused free normal allowance stays
+available. Ambassador forces use their native Kaitain and Salusa destinations.
