Explicit unopened deal/auction/spice order supports real paid Baliset and shipments; Advanced retains Karama for Baliset cancellation while Basic stays blocked. Four minimal policies remain legal. No full modes, browser/deployed acceptance, saved-game/reset/restart or deployment operation.
