+Plain base33 World/Nexus started without native reaction states, and
+independent36 World/Nexus rejected without an explicit boundary message. The
+public core now composes original Homeworlds with base33, optional14 and
+original Tech/Strongholds; the narrower independent predicate excludes
+Homeworlds and both boundary errors now name the pending interaction. Actual
+host controls retain all selected modules through original readiness, private
+training, Traitor selection and World stock into first Storm (salusa elite5,
+no premature owners). Ixian paid2 replacement preserves real World/phase
