+The paired E3 Nexus skill profile was already admitted to Bureaucrat mode
+support before this slice, so a funded E3 payment was never blocked by a module
+guard: both payment families and both modes rejected at the allied-funding
+guard, byte-identical after a real Moritani→Ecaz pledge5. The gate now admits
+no-Homeworlds single-Ecaz paired E3; all prior admissions (empty-expansion
