Counter BG matching before fresh Guild and Junction transport

Preserve original grants, private funding and unused shipments while matching is pending. Restore legal replacement choices after prevention and resume the original permission, price and transfer once.

+Incoming opposite-type BG packets now have a distinct precommit counter through
+native allied Guild cross-transport, absent-Guild Secret Ally, Junction board
+relocation and Junction native/foreign World arrival. Supplied physical28's
+marked matching clause/physical17's group counter support the conversion;
+World incoming fighter default and matching-before-permission/rate/settlement
+priority remain explicit provisional compositions. Junction's own Homeworld
+permission and tariff retain immunity. Existing stored continuations retain
+their old protocol, avoiding any replay of original costs or rate cleanup.
