+The user approved normal Mentat's uniform private card-show step in the existing
+Leader Skills development envelope. `mentatQuestionModeSupported` now follows
+the ordinary supported profile; new battles receive the existing question version
+without a separate global flag. The flag, profile exclusions, CLI option and
+fixture opt-in are removed. Previously opened unversioned battles remain
+unversioned. Matching and sole-card hands still require the private target show;
+the empty-hand skip and Moritani's independent uniform-Continue question are not
+resolved by this approval. Public faction/mode gates remain closed.

+The user also ruled Emperor gifts are not payments for Bureaucrat. The existing
