Compose standalone E3 Skills and independent cards with native power defaults

Restore fresh Ecaz coalition and Advanced Moritani initialization; retain printed native continuations and selected-family card eligibility. Validate Mentat fallback hands against explicitly selected independent cards. Frozen25-file274/274, types/lint/build and genuine runtime/mobile entry proofs pass. No save retrofit or deployment.

## Selected independent card inventory — 17 October 2026
A legal independent Special in the opponent's hand could reject battle creation
with a physical-hand error. Canonical validation now receives the actual
independent-variant selection, including current question, private reveal and
historical observation callers. Recruits, Reinforcements and Harass & Withdraw
are legitimate fallback cards when the named weapon is absent; none becomes a
nameable weapon. Selecting the Ecaz faction alone never activates those cards.
Duplicate/forged/unselected cards still reject; empty-hand behavior is unchanged.
`tests/mentat-question.test.ts` covers selected-versus-unselected identities,
private fallback custody/history and normal/trained posture into real sealed
plans. Its setup uses normal lobby module actions; the following conserved
battle position is explicitly staged. Both runtime programmes preserve all
three held Specials and disclose only to the participants. Seven focused
selected cases and the related25-file274/274 pass with types/lint/build.
This is a physical-inventory fix, not a new empty-hand ruling or receipt schema.
