Add the requested full admin scope: authenticated permissions, room
creation and removal, lifecycle controls, participant support, protected
backup/restore, health views and audited operations. Retain deliberate
removal safeguards and existing saved-game preservation during development.
Include administration in the non-AI completion gate before strategy tuning.

Require relevant production browser checks at dune.procrastination.games,
matched to the deployed revision, with dedicated QA rooms and separate
production evidence. Cover real navigation, authentication, multiplayer,
gameplay, persistence and admin flows; local checks alone do not certify
deployed acceptance. Keep safe restart/deployment continuity checks.

Update the authoritative goal file and tracked planning guidance while
preserving all prior rules, Git, selective-subagent and AI requirements.
Documentation only: local links/anchors, retained goal sections and diff
checks passed. No runtime change, production test, saved-game mutation or
server restart was performed for this requirements checkpoint.
